Open Question: Is this normal behavior for a cop?

So I was driving from Vegas to Los Angeles on the I-15 between Baker and Barstow..... it was really dark since no street lights.... and this cop pulls up next to my car.... then turns on his spotlight directly in to my face!!!!!!
